What is the purpose of clearances, instructions and information issued by an Aerodrome controller?

A

Achieve a safe, orderly and expeditious flow of air traffic on and in the vicinity of the aerodrome with the object of preventing collisions between:
- aircraft flying within the designated area of responsibility of the tower, including the circuit;
- aircraft landing and taking off;
- aircraft operating on the manoeuvring area;
- aircraft, vehicles and personnel operating on the maneuvering area;
- aircraft on the manoeuvring area and obstructions on that area

What shall aerodrome controllers do in order to fulfil their responsibilities?

A

ATC shall issue clearances, instructions and information in a timely manner that can be acted upon by the pilot. The pilot needs to be able to reasonably sight traffic in a position and in time to take action in order to avoid collision without sudden or violent manoeuvres

A

The vicinity of an aerodrome is defined as an area around an aerodrome where aircraft carry out manoeuvres associated with entering, leaving or operating within a circuit. The actual dimensions of the vicinity of an aerodrome depend on the characteristics of aircraft types using the airspace.

Describe how you would use the phrases “GRASS” “SEAL” “RUNWAY”

A

RUNWAY is to be used to describe the runway to be used with the exception that where there are 2 parallel runways with different surfaces (paved and unpaved) and the runway designators are the same

GRASS is used to describe the unpaved or partially paved parallel runway; and either
SEAL is used to describe the paved runway if the aircraft in question is capable of landing on either parallel runway
RUNWAY is used to describe the paved runway if the aircraft in question is not capable of landing on the unpaved parallel runway

What is local traffic?

A

Any aircraft, vehicle or personnel on or near the manoeuvring area, or traffic operating in the vicinity of the aerodrome that may constitute a hazard to the aircraft concerned

When can conditional line up clearances be used and what are the elements of a conditional line up clearance?

A

Conditional clearances to line up on the active runway shall only be used when:
- the aerodrome controller and pilot have the conflicting traffic in sight; and
- the aerodorme controller can monitor the situation; and
- the conditional aircraft is identified by type and position and any other information necessary to ensure correct identification; and
- only one aircraft is to be lined up; and
- the aircraft or vehicle causing the condition in the clearance shall be the first aircraft/vehicle to pass in front of the aircraft receiving the conditional clearance; and
- the preceding departing aircraft has been cleared for take off; or
- the conditional arriving aircraft is number 1 to land

When can an aircraft be cleared to line up on a crossing runway?

A

An aircraft may be cleared to line up when another aircraft on a crossing runway is landing or taking off, provided a specific instruction to wait, along with appropriate traffic information, is issued and acknowledged.

In the case of 2 aircraft departing from crossing runways, the first aircraft mus have been cleared to take-off prior to issuing a line-up and wait clearance to the second aircraft. No multiple line ups are permitted

When may a departing aircraft be issued with a qualified take-off clearance before a preceding landing or departing aircraft has cleared the runway?

A

A departing aircraft may issued with a qualified clearance to take off prior to the appropriate runway separation being achieved provided that:
- it is during daylight hours; and
- visibility is greater than 5km
- there is a reasonable assurance that the appropriate runway separation will exist at the time the departing aircraft commences take-off; and
- the pilot is advised of the preceding departing or landing aircraft and will be able to keep them in sight until runway separation is in place

Explain what is meant by a patterned/sequenced traffic configuration

A

Multiple circuit patterns, standard overhead joins, aircraft transits through the circuit or other non-standard manoeuvres may be authorised provided instructions are issued that ensures aircraft in different patterns/tracks will not conflict with each other. Traffic information shall also be passed where appropriate

The contrast formed by an aircraft and its background
Glare from the sun
Restricted visibility caused by haze or other conditions
The possibility of misidentification of the subject aircraft. If there is any doubt or if the pilot reports difficulty sighting the aircraft action shall be taken to ensure that adequate separation is maintained

A

An arriving aircraft may be issued with a qualified clearance to land prior to the appropriate runway separation being achieved provided that:
- It is during daylight hours

- The preceding landing aircraft has crossed the threshold
- There is reasonable assurance that the appropriate runway separation will exist at the time the approaching aircraft crosses the threshold
- The pilot is advised of the preceding departing or landing aircraft (or personnel/vehicle crossing/vacating the runway) and will be able to keep it in sight until runway separation is in place
