You keep the power by staying unpredictable. Adjusting pressure up or down to force the other side to give you what you want

A
Because if the country doesn’t know what you’ll do next, they stay nervous, cautious, and willing to make deals to avoid risk

A
Because we as the United States have more power by being unpredictable. It keeps the other guys on their toes
