     (micro, hge, exudate, CWS)
  - moderate NPDR
     (severe hge 1-3 q or mild IRMA, significant venous beading no > 1q, CWS)
  - severe NPDR
    (4q hge, 2q beading, 1q moderate IRMA)
  - very severe NPDR 
    (2 or more of criteria for severe NPDR)

1) mild-mod PDR (NVD, NVE)
2) high-risk PDR
(NVD 1/3 DD,
NVD with VH,
NVE 1/2 DD with VH)
3) advanced diabetic eye disease
