When treaties no longer represent real power dynamics, war can be used as a way to resolve disputes. It stems from its moral necessity, not personal gain

Rising German nationalism that is critiquing the colonial setbacks of Germany -> this highlights aggressive ambitions of the late 19th century German empire
What problems arise from the fact that the Pan-German League suggest that what’s best for Germany is not what the Kaiser wanted?
Is problematic as it can undermine diplomatic procedure, promote militarism and ultimately challenge legitimate authority -> poses as risk it could destabilise Germany domestically and in international relations
