ARTICLE 18
Human and minority acts guaranteed by the constitution shall be implemented directly
> human & minority rights guaranteed by constitution may be restricted by the law if the constitution permits it
> attained level of rights may not be lowered
> when restricting rights, all state bodies must think about if its beneficial to do so or if there’s a way to achieve the purpose of the restriction with less restrictive tactics

PROHIBITION OF DISCRIMINATION
All are equal before the constitution and law
- discrimination on any grounds is prohibited
It isn’t discrimination to give minorities more rights in a way that makes them equal with the majority

Everyone shall have right to judicial protection if their rights have been violated
Citizens can complain about violations to international institutions
