Constitution of SPC
11 members
- 9 registered pharmacists appointed by Minister
- 2 ex-officials: chief pharmacist of MOH, NUS Pharmacy Head or designate (must be registered pharmacist)
Term length for SPC
3 years, eligible for reappointment
Eligibility for SPC
- Singapore Citizen or Permanent Resident
- Not an undischarged bankrupt
- No history of conviction for fraud, dishonesty or moral character
- Not totally/partially incapacitated by mental or physical disability
List 5 functions of SPC
- Registration: keep & maintain registers, approve/reject applications, issue registration & practising certificates
- Registration requirements & standards: forensic & competency exam, English exam
- Local pharmacy degree recommendations
- Registered pharmacists’ training & education
- Conduct & ethics of registered pharmacists
List the 3 registers maintained by the Registrar
- Register of Pharmacists: (i) Fully registered pharmacists, (ii) Conditionally registered pharmacists
- Register of Specialists:
- Register of Temporarily Registered Pharmacists: teaching, research or postgraduate study
For someone with a Singapore pharmacy degree, what other requirements must they fulfil to be fully registered?
- Practical experience: not less than 12 months at a SPC-approved training site, at least 9 months under supervision of fully registered pharmacist
- Character standing: certified to have good reputation and character
- Fitness-to-practice: physically and mentally
Requirements for conditional registration
- Degree must be from prescribed qualification list
- Certificate of registration and holding a valid license to practise in that country
- Practical experience: 12 months at SPC-approved training site, at least 3 months under supervision of fully registered pharmacist in SG
- Prescribed exams: pharmacy law/forensic, practice of pharmacy/competency, English language
- Certificate of good standing from foreign registration body + certified by preceptor
- Fitness-to-practice
When is the English proficiency exam required?
Conditional registration:
Pharmacy registrable degree not from Australia, NZ, UK, Canada or USA
Conditions to practise for conditionally registered pharmacists?
1-2 years to become a fully registered pharmacist
- Only at SPC-certified training sites for duration of conditional registration
- May be a pharmacist-in-charge
- Supervisory Assessment reports: every half-year (may be done remotely)
How long do registered pharmacists have to notify the Registrar of a change in particulars?
Inform the Registrar in writing within 28 days of change
What particulars of registered pharmacists are kept?
- Name, residential and practice address
- Date of registration
- Qualification for registration & date qualification obtained
Eligibility to register as a temporarily registered pharmacist
- Temporary resident in Singapore: teaching, research or postgraduate studies, in SPC-approved institution
- Of international standing or have special value to SG
- Other qualification: not entitled under PRA
What is the duration of registration for temporarily registered pharmacists?
Not more than 2 years, may be renewed for further periods <12 months
How is the president of SPC appointed?
Appointed from the council members by the Minister
- Duration of term is usually 3 years
- Preside at meetings of the council or elect 1 member to preside
How do SPC meetings function?
- 5 members form a quorum
- Each member has one vote, president has a casting vote in an equality of votes
- Must keep minutes of proceedings
How might one apply for pharmacist registration?
Payment of prescribed fees and submission of prescribed forms
On what grounds might SPC refuse to register an applicant?
- Has his registration withdrawn, suspended or cancelled in any other country
- Opinion that person is not eligible to be registered as a pharmacist
- Not of good reputation and character
- Unfit to practise due to physical or mental condition
