Q

Stark

What is the difference between an engineering waiver and a safe to sail waiver?

A

An engineering waiver is routed to Product Line for approval to operate equipment outside normal parameters or overdue on scheduled maintenance

A STS waiver is requested by the unit OIC to OPCON to get underway or stay underway with anything less than the published STS critical equipment list

22
Q

Stark

What should the asset status be for patrol boats in a scheduled Charlie period

A

The asset status should accurately reflect the cutters current capabilities

23
Q

Stark

What should a patrol boats asset status be if scheduled maintenance affects the cutters Safe To Sail

A

NMCM with a maintenance record indicating that scheduled maintenance is being done

24
Q

Stark

What is required to make a change to any boat materials, systems, equipment, or arrangements?

A

An approved prototype authorization, engineering change, time compliance technical order

OIC is held accountable for any unauthorized changes and shall be returned to original configuration at units expense

25
Q

Stark

What is an authorized chemical list

A

An ACL is a list of the allowable chemicals and hazmat authorized for use of each asset

26
Q

Stark

When are hazmat inventories and the ACL audited

A

During logistics compliance inspections

27
Q

Stark

What are logistic compliance inspections

A

Evaluates a civil engineering organizations ability to perform key logistic processes in a safe, standardized, and technically compliant manner

28
Q

Stark

What areas are inspected for a logistics compliance inspection

A

Maintenance processes and procedures

Maintenance documentation, configuration, technical data, and supply support

29
Stark Who is required to make the initial certification while conducting hot work on an asset
A marine chemist for civilian or military personnel or a gas free engineer for work by military personnel only
30
Stark What are red zones and green zones in relation to conducting hot workin a CG small boat
Red zones required a marine chemist or GFE Green zones require a qualified competent person designated in writing by the OIC
31
Stark What is the definition of a confined space?
A space of any size or configuration that has limited opening for entry and exit, unfavorable natural ventilation, or is not designed for continuous worker occupancy
32
Stark What are five examples of a confined space
Boilers, pressure vessels, engine crank cases, compressor rooms, cargo holds, storage tanks, double bottoms, voids, chain lockers, crawl spaces
33
Stark Who finds the repairs in the event of fire, flooding, collision, allusion, grounding, or traffic accidents? What funds? How documented?
SBPL AFC 45 Documented with a mishap report and an entry in EAL that includes the e-mishap number or indicate that a mishap investigation is still underway
34
Stark What is bi-level maintenance and where does the funding for each come from
Organizational: AFC 30 and 34, shore unit capable and authorized to perform, routine maintenance and minor repairs less than $5k Depot: AFC 43, major maintenance beyond unit capability, contracting services, construction, environmental restoration, and real property asset modifications
35
Stark How do you report a shore facility equipment malfunction or building/structure deficiency?
CASREP via Shore Side Maintenance Request
36
Stark How is funding for CASREPS disbursed and prioritized?
Planned Obligation Prioritization (pop) boards
37
Stark Who authorizes any modifications to a shore facility? Examples of modifications

38
Stark What is a facility assessment? Completed by who and how often?
Assessed completion of shore organizational level maintenance and safety assessments. Creates and verifies backlog PRs. Trained Civil, once every three years
39
Stark There are 14 hazard related programs required at sectors and their sub-units. “List seven”
