Defence of Democracy package

Building on the OECD/Inclusive Framework agreement on Pillar II – common rules for computing the taxable results of group members which operate in the internal market
method to calculate an aggregated tax base for the companies + permanent establishment of a BEFIT group + allocate the tax base base between different members of the BEFIT group
1) All members of same group (BEFIT group) calculate tax base in accordance with common set of rulesl;
2) the tax bases of all members of group are aggregated into single tax base
3) BEFIT team (member state authority representatives)
4) Each group member where multinational group is present is allocated percentage of aggregated tax base

The co-legislators adopt the
Directive on adequate
minimum wages
In all Member States, the Commission proposal aims at promoting collective bargaining on wages and improving the enforcement and monitoring of the minimum wage protection established in each country.
In Member States with statutory minimum wages, the proposal also aims at
-putting in place the conditions for statutory minimum wages to be set at adequate levels: clear and stable criteria for minimum wage setting, indicative reference values to guide the assessment of adequacy, regular and timely updates of minimum wages, and the establishment of consultative bodies to advise the competent authorities
-limiting to a minimum the use of minimum wage variations and deductions
-ensuring the effective involvement of social partners in statutory minimum wage setting and updating.

EU rules introducing a minimum 15 % taxation rate for multinational companies (Pillar 2)
Minimum corporate taxation is one of the two work streams agreed by members of the Organization for Economic Co-operation and Development (OECD)/G20 Inclusive Framework, a forum of over 140 countries and jurisdictions who worked on the Two-Pillar Solution to address the tax challenges of the digital economy.
The rules will apply to any large group, both domestic and international, with combined financial revenues of more than €750 million a year, that has presence in an EU Member State.
