It’s used as a metaphor to how society works. Prisoners best behave in case they’re being watched
used to be sovereign power but now its disciplinary power as we’re self surveilling due to the “threat of being watched”

Technology has allowed this to speed up as wherever you are you are watched e.g ring doorbell, cookies on websites, algorithams on social media
