A
  • Each threat wasn’t big enough by themselves
    • An Irish rebellion, royalist army still exitsts in Irland allied to Catholic forces
    • Prince Rupert had a small royalist fleet of the coast of Irland and threatened to attack English shipping, could help establish Charles Stuart
    • Threat of the french or Spanish intervention most likely in Irland, this has been a long stanfing threat
    • Religoius radicals
The regime is unpoppular as high levels of taxations and centralised government has alienated the public
