- just cause - justified reason to go to war
-must be declared by direct authority
-intention has to be to defeat wrongdoing
-fighting must be a last resort - there must be a reasonable chance of success
-proportional to achieve success

Greed, self Defense, retaliation, diplomacy

Trying to solve the issue

War necessary to prevent a greater evil
