What is the distinction between Federalism and Devolution?

A
  • In Federalism sovereignty is shared whereas, in Devolution it is only power that is shared, not sovereignty

What are the arguments that the UK is a partially federal state?

A
  • Northern Ireland, Waled and Scotland can create laws - legal sovereignty
  • Referendums were used to bestow devolution so they are semi-entrenched and Parliament cannot reverse this (quasi-federalism)
