What is kolbergs theory?
suggests that the way we think shapes behaviour, so if criminal are undeveloped they tend to think diferrnet, they are on the pre-convectional stage (3-7) and they will argue why they conmitted they criome but not why its right or wrong, they tend to aviod punishemnt
