Business as usual - weaknesses
Not really going to change anything, lack of communication could cause conflict, in the long term it could be expensive.
Arctic framework - strengths
shared ownership, treaty-based with regulatory powers, stakeholder inclusion, promotes co-op, clear framework.
Arctic framework - weaknesses
Regulatory power (not always easy to agree), places more emphasis on regulating use than protection, indigenous people are not a formal member.
Arctic global sanctuary - strengths
Would be affective at protection

Still pollution from other areas in the world, treaty based agreement may not work, not open for economic gain
Business as usual - strengths
Not expensive, doesn’t require people to change - easy to implement, doesn’t require huge international co-op, still leaves the Arctic open for economic gain…..
