Came up with the concept of relative poverty when said that not sufficient to see poverty just as a lack of material possessions

He said poverty exists where members of society are excluded from the lifestyles of their community. He said a definition of poverty must be
related to the needs and demands of a changing society and that relative poverty was amore meaningful concept for modern Britain.

In 1979 he said that 23% of the population lived in relative poverty.
