emphasis given to property- led initiatives + creation of an entrepenuerial culture
* top-down regeneration
* involved private sector regeneration
* involved local businesses
* e.g. enterprise zones
* e.g. Urban development cooporations such as London Docklands
+ created jobs

- social problems are still evident
