covenant to limit/restrict use of property

Cannot charge fine or increase rent as a condition for consent unless there is a structural alteration

how is a qualified user and planning covenant different to alienation and alteration covenants?
A
a qualified covenant is not automatically changed to fully qualified.
This only applies to alienation + alteration
