Any member of the victims family who is in a close relationship with the victim at the time of the offence.
Spouse, child/step child, brother/sister, parent, grandparent.

Immediate family is a victim when the victim dies.

A

The wellfare and the safety of the victim is primary functions. Ability to further investigation as well as identifiying the offender. Evidential sufficiency.
