- the Youth Training Scheme (YTS) = a training scheme for school leavers, combining work experience with education

- he argued that the main reason that many young people were unemployed was not a lack of appropriate work skills; it was a lack of jobs

- keep young unemployed people ‘off the streets’ in order to reduce the risk of crime and social unrest
- provide employers with a source of cheap labour at a time of declining profits
