- Payment to councils per parking event

How does a CPO get full marks for the commercial offer
The CPO with the highest commercial offer will score full marks.
Other CPOs will be scored on the basis of their deviation from this value
How does a CPO get full marks on the pricing offer
The CPO with the lowest pricing offer will score full marks.
Other CPOs will be scored on the basis of their deviation from this value
How will the tenderers awarded onto the framework be ranked?
The tenders will be assigned a rank accordingly from 1-5 on the basis of the highest scoring tenderer to the lowest.
When may direct award be applied?
Awarded to the Tenderer ranked Number 1 where the estimated Contract Call Off Contract Value is below £50,000, or where the scheme requires five EVCP units or less.
Can there be further competition after CPO’s are awarded onto the framework?
The Contracting Authority may carry out a mini-competition and invite all Tenderers appointed to the relevant Framework Lot to tender for this requirement where:
Not all of the terms governing the provision of the services are laid down in the Framework Agreement;
Direct Award is not suitable;
The estimated Call Off Contract is of any value and/or any quantity of EVCP units.
Would further competition be different than the initial competition to get onto the framework?
- The award criteria of the framework should be used
BUT
- It is possible to vary the individual weightings given to each of the criteria, and to exclude any non-relevant criteria
- The Contracting Authority may produce bespoke questions under each criterion relative to the contract requirements, for example and not limited to; to assess the understanding of the requirements, methodology to be adopted, the skills and knowledge of resources for project delivery, the ability to meet project timescales and social value commitments specific to the project.
What is the combined authority’s ultimate objective for the West Yorkshire region?
To create a West Yorkshire that is prosperous, well connected, safe, inclusive and a hotbed of creativity and sustainability.
From the approx 1000 EVCPs available in West Yorkshire, how are they split across the region?
Over half are located in Leeds, with 495 chargepoints.
Far less provision in Bradford (176), Wakefield (134), Kirklees (100) and Calderdale (74).
The majority of these chargers are located in more built up and urban areas.
How many of the current EVCPs in West Yorkshire are rapids?
A third of EVCPs are 43kW+

How does West Yorkshire view their engagement with private investment?
Acknowledgement of the huge scale up required (TfN: 11,000, Nevis: 13,000)
Expects much of the provision to be delivered “independently through private investment, beyond the remit and ambition of this framework”
What range of solutions does the CA plan to procure through this framework?
The framework allows procurement of EVCP schemes:
- single EVCPs
- hub schemes
- multi-site packages
It provides a range of charging type and speeds to meet individual scheme specifications.
It is designed to support the procurement of individual or packages of pre-identified sites and projects looking to be delivered through collaborative site(s) identification with suppliers.
The framework can be used for both on and off-street charging schemes.
