Urban migrants and poor . This also includes workforce in manufacturing industries, service providers in hospitality, construction laborers, students etc who come from rural ares or small towns

1) Existing vacant govt funded housing complexes will be converted into AHRCs through a concession agreement for 25yrs
2) Special incentives like use permission, 50% additional floor area ratio, concessional loan at priority sector lending rates etc will be given
