A. Peacetime Operating Stocks (POS) – POS is the fuel level required to sustain peacetime operations. It is the inventory at Defense Energy Support Points (DFSPs) to sustain peacetime operations

B. Prepositioned War Reserve Stocks (PWRS) – To ensure an adequate supply of petroleum products in the initial phases of a contingency, the CCMDs and Services develop requirements to properly size PWRS. The pre-positioned war reserve requirements (PWRR) are based on the need to support specific operations until normal lines of communications (LOCs) are established

C. Economic Resupply Quantity (ERQ). ERQ is the fuel quantity a DFSP can receive that ideally balances economic and operational requirements. A DFSP should attain or slightly exceed the maximum authorized level upon receipt of an ERQ

D. Safety Level (SL). SL is the fuel quantity that compensates for time/demand variability during the resupply cycle to protect DFSPs from stock depletion. Domestic United States SL is 5 days of the normal demand

A. Classification – The IMP is a classified SECRET document

B. Function of the document – The IMP outlines DLA Energy’s ability to stock CCDM’s requirements. The IMP identifies required inventory levels and DFSP storage data to support POS, PWRR, and PWRS. The IMP further defines Defense Working Capital Funds (DWCF) petroleum POS and wartime stock level objectives for which to budget and fund.

C. How often revised – DLA Energy develops and coordinates the Bulk Petroleum IMP with Military Services, CCMD/JPOs, and DLA Energy Regional/Field Offices annually. The IMP is reviewed and adjusted quarterly if required. DoDM 4140.25-M, Vol II C11.4.1

Host-nation support (HNS) agreements, acquisition cross-servicing agreements (ACSAs), operational contracting support, and other agreements or treaties may include operational logistics acquisition authorities and are critical during contingencies when logistical support from US units for equipment may not be readily available, when forces have outpaced their internal logistic capabilities, or when acquisition of logistics support using these vehicles is more efficient or advantageous to the government

A. MILSPEC fuel is supplied to the DFSPs by pipeline, tanker (charter, T-5 and on occasion CLF platform), trucks, tactical systems associated with Joint Logistics Over–the-Shore (JLOT) (see below paragraphs 103.3-.5) and in extreme cases air delivery. JP4-03 IV 2.b

B. When most often used – Fueling ships from DFSPs can only take place at fixed DFSP locations. Fueling from CLF is the normal manner of refueling via UNREP. Allied or coalition oilers can also provide fuel via UNEREP with payment made by fuel exchange agreement
