A

QA is the responsibility of the procurement activity and QS is the responsibility of the activity handling the fuel.

DOD 4140.25-M, and MIL-STD-3004, prescribe the quality management requirements for QA and QS performed by the government

(1) JPOs are responsible for establishing and maintaining a theater petroleum
laboratory correlation program. They may subsequently designate either a Service or DLA Energy to manage and coordinate the correlation program. (2) Services having physical possession of bulk petroleum are responsible for establishing and maintaining an adequate QS program. (3) DLA Energy shall establish and maintain standardized quality management policy, programs, and procedures for DLA-owned products.
