Although not promote it as a substitute for lethal force when facing an Active potentially lethal attack it has been used as an alternative by Toronto police officers when lethal force would’ve otherwise been justified

The Executive Background
Project #Engage416 is an expansion and new component of the Toronto Police Service’s greater gang prevention strategy that focuses on implementing a version of the evidence-based Office of Juvenile Justice and Delinquency Prevention comprehensive gang model at the neighbourhood level, modified to fit the diverse needs of 12 pilot neighbourhoods in the City of Toronto.

Between September of 2019 and March of 2020, the Toronto Police Service’s Integrated Gang Prevention Task Force hosted over 30 Gang Prevention Town Halls in the City of Toronto’s 31 lowest equitable neighbourhoods. During the Gang Prevention Town Halls, over 1,600 community members and 50+ government and non-government organizations voiced their experiences, opinions, ideas, and concerns. Their voices were not lost, forgotten, or ignored. Highly motivated and influenced by the community outreach, Project #Engage416 is geared towards the insights gained, community concerns, and empowerment needed in some of the most gang-impacted neighbourhoods in Toronto.

Based on the five core strategies of:

(1) Community Mobilization
(2) Opportunities Provision
(3) Social Intervention
(4) Suppression, and
(5) Organizational Change and Development,

Project #Engage416 will focus on conducting intensive community outreach efforts in 12 of the most impacted neighbourhoods in the City of Toronto’s northwest quadrant to support our mission statement of engaging and empowering communities to educate, prevent, intervene, and suppress gun & gang violence, human trafficking, and sexual violence & harassment - driving solutions, from the inside out.

A

The SMEAC system is yet another acronym borrowed from our mighty Military [they do a pretty good job, so we may as well learn something from them!] and is short for:

S Situation

M Mission

E Execution

A Administration and Logistics

C Command and communications

The Military use the SMEAC system to document their orders and instructions for field operations, so that they can pass this information on to their troops.

While you probably don’t have a personal army at your disposal, there are times I’m sure when you need to give a colleague or even a family member or friend instructions or directions for a task or project – and this system is ideal!

Situation This is the background to your problem, or a description of what has happened. What were the events leading up to where you are now?

Again, consider the 5WH of the situation. What has happened? Why is it a problem? Who else is involved? When did it happen/ sequence of events? Where did ti happen? How did it happen?

The point of this part of the process is to provide a snapshot or background to the following set of instructions.

Mission
So now we know what has happened, the mission is what we need to do about it. The mission should be a short, clear and concise statement of what you want to achieve – “Our mission is to organise the Christmas Party”.

At this stage, there’s no need to include any detail – because that’s what the EA&C is for.

Execution
Execution is the “how” part of the plan – how you are going to achieve your mission.

Detail the steps required, and again 5WH applies.

What are you going to do? Why? When? Where? Who is involved? How?

The execution part of the process is usually the longest and should provide sufficient information to allow you [or your team] to go and do the job.

Administration
The military term is actually “Administration and Logistics” and is about what resources you need to do the job, and how these resources are to be coordinated.

Command and Communications
This is the who’s who of the job – who’s in charge, who do you report to, and how you communicate with each other.

There is a template for the SMEAC system of documenting instructions in the ToolBOX, under the section on “Life Tools”. Give it a go next time you need to brief a team member – you’ll be surprised how useful the format actually is!

VST Anticipated in the future

Victim services Toronto

A

Victim services toronto has concluded to pilot projects funded by the federal government that saw crisis counsellor’s embedded in 42 division and then 23 division. These projects are significant reduction in victim management time by police officers. Also resulted in more proactive trauma informed model responsive to the needs of the victim.

Building on the successes and going forward, VST board chair Paul khawaja Is in discussions with chief Ramer and the provincial government and is seeking additional revenue sources so that VST can’t place crisis counselor’s and Division’s with the highest incidence of crime (particularly domestic violence, human trafficking and sexual assault.)

This project if VST is able to secure funding, would be jointly run by the TPS and VST. Additional partnership involving a complement of social service agencies would be included for quick referrals.

VST is a referral pathway within the TPS operations and initiatives. VST is also a member of focus toronto and his representative at all focus tables

In 2019 a case manager and a peer support worker was added to the program. This case manager and peer support worker provide service to the MCIT teams located in the central and northwest parts of the city.

The case manager provide short term case management to people who are needing support after an MCI tea visit.

Clients or manager to 90 days. Services include comprehensive assessment, development of recovery and safety plan, support with service navigation, assistance with the S assessing community support such as food,Shelter, clothing, counseling, primary care, Harm reduction, income, etc.,
