  1. invention: development of something new.
  2. diffusion: process through which innovations circulate via learning and adopting they might enter common use
  3. evaluation: effects of innovation. these are expected to actually do something and change the world.

  • internal: assume that the political, economic and social factors that lead a particular state to innovative are internal to it.
    -external: when one governments decision about whether or not to adopt a policy innovation is influenced by the choices made by other governments.

Fast diffusing policies are often easy to follow but diffuse rapidly just as high salient ones that are not complex. same goes for those with broad political appeal and low complexity.
