Compares things of a similar level, unlike 〜に限らず。Often followed by a sentence that uses も。

First half of the sentence contains something unusual, and the second half adds something that increases the element of surprise. も is often used in the second half. Not followed by anything volitional or intentional.

Attach to words/examples that the speaker thinks are obvious. Add on another example after. も is often used in the second half.

Not only ________, but also something even better/something even worse. (positive with positive, negative with negative)

na-adjな/である+上(に)
Nの/である+上(に)

A positive example is never followed by a negative, or vise versa. Volitional/intentional verbs do not come in the second half.
