-At Baku oil refineries, oil production rose by 1,000% between 1883 and 1900.
-Economy grew by 8% a year in the 1890s [GDP]
-From 1906-14 the economy grew by 6%.

A

-Trans Siberian railway was not finished [failed to achieve its goals]
-Witte raised taxes to achieve his modernising policies this put financial pressure on most of the populace.
-Peasant spent less on consumer goods, raw materials increased consumer marker froze
-Government got into debt due to investing into industry
-Middle class stayed small
-State of agriculture didn’t develop at all.

Overall evaluation of Witte?

A

He had achieved more than his previous finance ministers as he created large economic and industrial growth. Though this had been at the expense of the people and thus in an indirect way Witte’s policies linked to the 1905 and 1917 revolutions as a factor in the working class Russians discontent as they were squeezed financially without seeing any improvements.
