  1. Southern states would be pardoned if they repealed the Ordinance of Secession.
  2. Southerner’s would take an oath of loyalty to the US.
  3. After enough people took the oath, the state could form a new state government.
  4. The state would have to ratify the 13th amendment, outlawing slavery.
  5. The state would rule secession null & void.
