The Chinese communist party
The CCP came into power and grew to around 6 million people by 1950
The CCP was responsible for economic policy, education policy as well as the coordination of the prison camp system
The CCP worked closely with People’s Liberation Army under the leadership of Peng dehuai
The enforcement of the CCP policy was done using party cadres
These cadres maintained loyalty through education and legal systems
Mobilisation of individual population groups was done through organisations,
Some examples of groups - the democratic youth movement and all china federation of women
The government
In September 1949 the CCP organised the Chinese people’s political consultative conference
This meeting had the role of appointing ministers who will form a new government
The CPPCC also created the common programme - set a range of different rights and educational opportunities
The common programme gave a number of powers to the CCP and the PLA

Historiographical perspective - the CPPCC was under the control of the politburo of the communist party
Politburo = 14 communist leaders
Standing committee = group of 5
Standing committee passed and created new laws
The PLA
The PLA was a vital part of the structure of communism
The PLA was used to round up criminals and terrorise the population
Was useful in increasing loyalty and support
Through the use of economic assistance, the PLA was able to build popular support for the CCP
They would rebuild infrastructure
Mao Zedong
Mao was key in the central government, he became the head of state in 1949
He was the leader of the communists during the Chinese Civil war and led them to victory
Mao was hugely influential
His beliefs became known as doctrine - “Mao Zedong thought”
