A

An inveterate liar has more of a problem. He can’t stop lying. It’s an addiction to him. Like an inveterate gambler. It doesn’t mean he is essentially good at lying.

A congenital liar is, on the other hand, is so good at lying, it seems that he is born for the job. A congenital thing is something you are born with. A congenital deformity for eg, is a deformity you were born with. It’s another way of saying that the person is very talented at lying.
