Incident Command System (ICS)

• first arriving supervisor will establish command by declaring on radio
• transfer of command after a face-to-face meeting with both people
• new commander will announce on radio

-Civil Disturbance:

• officers will only intervene when law is violated or threat to public safety
• passive resistance with verbal commands and pain compliance
• supervisor will advise protestors to disperse or face arrest, given 3 times
• mass arrest: field processing team will form consisting of: supervisor, transport officer, detention officer, property control officer
• arrestees will not be allowed visitation from defense counsel until they have been booked into jail
• temporary detention may exist in the gym, HC’s will remain on

Hostage/Barricaded Person:

• patrol officers shall not initiate tactical actions other than those necessary to protect lives and safety of others (contain and isolate)
• officers should avoid unnecessary suspect confrontations, absent a compelling reason to
• if in-progress violent situation, officers should take immediate action
• evacuate injured and affected residents
• once released, hostages are in police custody to be debrief
• all tactical decisions will be made by SRT Commander
• SRT may:
  
  • use police marksmen
  • assault (open air)
  • assault (entry – least desirable)
• in barricades, negotiations will be the main activity to achieve resolution (should be resolved in 3-5 hours depending on circumstances)

• turn off radio within 300 feet
• turn off cell phones
• management decides to evacuate and search premises
• employees will be asked to take personal belongings outside with them
• if FD requests, officer may provide Code 3 escort for bomb disposal
• officer having the log shall complete a report if FD doesn’t complete one
