Describe the relationship between the party and the state.
A
The relationship between the party and the government is similar to that of a car and a driver. The government is powerful, but has no will of it’s own without the party as a driver. They became increasingly fused as time went on; it was common for the chairman of the local soviet to also be the chairman of the local branch of the CPSU.
