PTS attempts to look at Sailors fleetwide and select the best based on their evaluations. It fires Sailors from “overmanned” ratings and tries to either transfer them to “undermanned” ratings or gets them out of the Navy completely.

Based on evaluations, both the number of and the quality of (early promote is worth more than promotable, etc) and the score earned on the advancement test. Evaluations take into account qualifications achieved, volunteer time, awards received, education completed and essentially what you’ve done at the command.
