TWO responses to exist. How can there be a “time between responses” if there is only 1 response? Therefore as a dimensional quantity (measureable quantity) IRT requires two fundamental properties of a response: temporal locus (a point in time when a behavior either begins or ends) and Repeatability (the fact that the response happens again).
