Before arrival be cognizant of suspects in flight. Administer first aid, protect life and request medical assistance if required. Arrest the suspect if at scene. Secure the crime scene prevent unauthorized personnel in and maintain a “Crime scene entry sheet”. Identify and separate witnesses. Note pertinent observations, conditions ect.
What are the guidelines for The OIC to turn over a case to CID from the onset?
Severity of the case, Assets available at the time of the case, Complexity of the case, and Commitment/personnel demands.
Who will be responsible for conducting preliminary investigations and scene debriefing to CID members responding to the scene?

What does the crime scene debriefing provide?
provides each agency/division the opportunity for input regarding special requests for assistance, additional info, special examinations and other requests requiring inter-agency communications, cooperation and education.
