How did the Sarah’s Law campaign come about?

A

An 8 year old Sarah Payne was abducted and murdered in 2000 by Roy Whiting who had previously abducted and indecently assaulted another 8 year old girl in 1995. This was unbeknownst to Sarah’s family due to a protection laws around criminals. Had they have known things could’ve been different
