what is agenda setting theory?
the media doesn’t tell people what to think — but it does tell them what to think about.

- media agenda influences the public agenda
- public agenda can push the policy agenda
feedback loops can happen too

what is first-order agenda setting?
focuses on what issues the media tells the public to think about.
* Example: News outlets cover climate change every day for months. (telling us what to think about)

how media frames the issues, influencing how the public thinks about them.
- Example: The same news outlets cover climate change, but this time, they frame it as a “global crisis” rather than just a “scientific issue.” (telling us what to think about AND how to think about it)
