What is the process of amending the constitution
1st: proposal- 2/3 of congress (both houses) can propose amendments, 2/3 of state legislatures submit a proposal to congress
2nd: ratification- 3/4 of the states ratify an amendment, 3/4 approval in state ratifying conventions
