What does Regulation (EU) No. 923/2012 define

What are the responsibilities of an aerodrome service
Move aircraft and vehicles on the ground. Control aircraft in the immediate vicinity of the aerodrome

Control aircraft arriving and departing the aerodrome, possibly some local airspace users
What are the responsibilities of an area service
Control aircraft in cruise from one area sector to another. Takeover and handover to approach. Swanwick LTCC & LACC. Prestwick MACC (Manchester), ScACC, OACC
What is a procedural service
Information NOT derived from radar. Pilots report passing points like navaids with ATCOs giving control instructions. Remote aerodromes and ocean with no radar
What is a surveillance service
Real time traffic radar. Greater awareness of aircraft. May give extra info, speed, altitude etc. Primary (PSR), Secondary (SSR), Mode S, ADS-B (satellite), M-LAT (multilateration using multiple receivers)
What is Aerodrome control service
Performed from a visual control room (VCR), looking out the window. May get help from Aerodrome traffic monitoring (ATM) and/or Surface movement radar (SMR)
What is FIS
Flight Information Service, giving advice and information useful for the safe and efficient conduct of flights
What does FIS encompas
1) SIGMET (Very bad weather) & AIRMET (Bad weather)
2) Volcanic & Radioactive activity
3) NAVAID status
4) Aerodrome status
5) Unmanned free balloons
6) Wester at departure, arrival and alt aerodromes
7) Collision hazards class C, D, E, F, G
8) Traffic or weather that would impede VFR
Can a FISO give a pilot commands
No, only an ATCO. FISO work outside CAS. ATCO can provide a FIS in both CAS and outside CAS. Pilot is responsible for altering flight plan based on FISO information
When do FISO’s generally work
08:00-20:00, Swanwick 24hr. ATCO provide service outside these times
