Federal Bureaucracy
the departments and agencies within the executive branch that carry out the laws of the nation
Merit system
system of hiring and promotion based on competitive testing results, education, and other qualifications rather than politics and personal connections
Policymaking
1.Problem Identification- What needs to be done?
2.Agenda Setting- Placing the problem on the agenda to be dealt with.
3.Policy Making- Creating for approval.
4.Budgeting- getting money to implement.
5.Implementation- putting the policy into action.
6.Evaluation- Watch over it to either refine or terminate.
Bureaucratic discretion
the power to decide how a law is implemented and to decide what Congress meant when it passed the law
Regulation
the process through which the federal bureaucracy makes rules that have the force of law, to carry out the laws passed by Congress
President
formally controls most of the bureaucracy, appoint agent chiefs, executive orders
congress
controls budget, confirms nominations, holds hearings
judicial
determines constitutionally
