How a Bill becomes a law
- Introduced in House, referred to standing committee, placed on calendar. Most bills die here.
- Rules committee sets conditions for debate and amendment on the floor, floor committee reported
- Floor action debate, if passed, sent to senate
- Introduced to senate, referred to standing committee

- Conference committee resolves differences between house and senate versions of bill
- Congress approval
- President action

President makes pact with other head of foreign state without senate approval
