northwest ordinance of 1787
established plan for governing territory northwest of Ohio River and west of PA
conditions of self government and statehood, Bill of Rights
outlined process for new states to be admitted
denied slavery any area above North of Ohio River
purpose: admitting new states to the Union
confederation collapsed 1787

North Carolina had all land turned over to fed govt
should be governed under northwest ordinances
but fed govt had to agree to respect North Carolinas veteran land grants –> incentive to get them to fight in the war
fed govt sold southwest territory to make money off of it to ratify as state
other states also sold land to fed govt to become a state
allowed settlers from NC to move west to TN

William Blount
tried to bring together the Wattaga settlements and Cumberland settlements (was appointed by Washington to shepard the territory
renamed territorial capital - Knoxville
eventually let John Sevier take over because Blount wanted to be US Senator

was wanted by others to be senator but resigned
sought election as general state milita but lost to John Sevier’s candidate
attacked Sevier and challenged to dual in court
exposed Sevier for land fraud

Wiliam Blount and William Cock
treaty of holston (1791)
William Blount met with Cherokees in attempt to revise Treaty of Hopewell
met on Holston river
legitmized the white settlments below the French board, for it to set new boundaries
Blount wanted land south of Muscle Shoals - Cherokee denied
Cherokee tribes fell under protection of US (US managing all future foreign affairs)

but in 1818 Congress agreed open these portions - Chickasaw surrendered all rights to West TN
