Poverty
The condition of having inadequate money to buy things that are considered necessary and desirable
Culture of Poverty
A condition characterized by a lack of economic resources, deprivation, low expectations, as well as lack of hope or despair about the future.
Glass Ceiling
A barrier in the workplace that limits how far a particular group can rise in rank in a given enterprise. Considered discrimination
Consciousness-raising
The process of facilitating people’s understanding of a social issue with personal implications where there was little grasp of that issue before.
Grassroots bottom up approach
When people at the bottom of a formal power structure band together to demand change.
Social classes
Categories of people who have similar access to resources and opportunities
Human Capital
Skills education and credentials people bring with themselves when they seek employment.
Health and Welfare Services
Services provided to people including child welfare, vocational rehabilitation, child health services, comprehensive health services and a range of other public programs.
Social Insurance
Financial benefits provided to people to provide protection against wage loss resulting from retirement, prolonged disability, death or unemployment. Considered a right. Paid into.
Public Assistance
In-kind benefits (services or goods vs cash) provided to people who cannot provide for themselves. Based on need.
Old Age, Survivors, Disability and Health Insurance
Social Security. A social insurance program that provides financial benefits to workers who are retired or have a disability.
Aid to Families with Dependent Children (AFDC)
A program that provided payments funded by the federal and state governments to children deprived of parental support because a parent had died was absent from the home or incapable of managing a household.
Income Test
An eligibility guideline that establishes the maximum amount that a family could earn without losing benefits.
Personal Responsibility and Work Opportunity Act
1996 Act that reformed welfare and created TANF. Tried to encourage people to go back to work but ultimately pushed families into poverty.
Temporary Assistance to Needy Families (TANF)
Provide temporary financial assistance to low-income families with dependent children.
Promote job preparation, work, and marriage to reduce dependency on government aid.
Prevent out-of-wedlock pregnancies.
Encourage two-parent family structures.
