  • C.D. Howe, Canada’s Minister of Trade and Commerce had a dilemma:
    Keep american films out
    Or
    Make money from them
  • 1947-1951 Canadian Co-operation Project came up with a solution:

Canada will allow american films if canadian films are promoted in Hollywood
