In order to conduct a summative evaluation, it is necessary to have baseline data from the needs assessment to determine a group's progress; we need to have a 'before' for our 'after'

What type is best?

Formative, but you need both. Formative is continuous from the beginning of the program

anything numeric that expresses quantity; data analysis

descriptions; perceptions; and attitudes of populations; non-numeric data; observations, case study, interviews, surveys
