Trump has pursued a rapprochement with Russia in order to allow the U.S. to focus squarely on tackling the threat that the rise of China poses, whilst he has also criticised NATO as “obsolete” in the past and questioned the US’s continued commitment to the alliance if European nations did not increase their defence budgets. This can be seen clearly in Trump siding with Putin in pushing for a quick peace deal on largely Russian terms, whilst Trump has also called for European states to step up and massively increase their defence spending and offer Ukraine a military guarantee.

Not only has this led to divisions within NATO between the U.S. and European states, it has also led the leaders of European states to question whether the U.S. still has a true commitment to NATO and Article 5 and whether the U.S. would actually come to Europe’s defence in the case of an attack.

A

Germany:
Germany underwent a significant transformation it’s defence strategy. For decades Germany had maintained a restrained military posture, spending less than the
NATO target of 2% of GDP on defence and focusing on diplomacy and economic power. However, in response to the invasion, Chancellor Olaf Scholz announced a historic “Zeitenwende” (turning point) in German defence policy. Germany pledged to immediately inject €100 billion into its defence budget and committed to meeting NATO’s 2% GDP defence spending target, marking a major departure from its previous stance. Further in 2025 Germany altered its constitution allowing more borrowing in order to invest more into defence spending.

Poland:
Already a key NATO frontline state, Poland significantly boosted its defence spending to reach 3% of its GDP. It also embarked on a large-scale military modernisation program,
including the acquisition of advanced U.S. and South Korean weapons systems.

A

Finally, even if the United States continues to focus on China, the alliance between Russia and China means that limiting Russia’s power will be important to tackling China’s power. Further, NATO has proved agile and able to adapt to new challenges in the past and there is nothing to suggest it couldn’t adapt to protecting against China if it became a real military threat and that is the direction the US wanted to take the alliance.
