What did Robert Dudley, Earl of Leicester do

A

Eliz was still hoping to negotiate w Spain, so Leicester was therefore not given enough money for men or supplies to mount a large campaign

In Jan 1586, Leicester accepted title of Governor General of the Netherlands on Eliz’s behalf. Eliz was furious as this implied that she was deposing Philip II as king of Netherlands
