Contains not only any or all matter mentioned in the article 110 but also other matter of general legislation
Can be introduced only in Lok Sabha
Can be introduced only on the recommendation of the President

Contains provisions involving expenditure from the consolidated funds of India but does not include any matter mentioned in Article 110
Can be introduced in either house of the Parliament
Cannot be passed in either house unless President has recommended to that house consideration of the Bill
