Ordinary Bill: Definition
A
A bill that deals with any subject except financial matters (Money Bill or Financial Bill). It can be introduced in either House of Parliament.

A
Can be introduced in either Lok Sabha or Rajya Sabha by a minister or a private member.

Stages of an Ordinary Bill
A
- First Reading – Introduction and publication in the gazette.
- Second Reading – Clause-by-clause discussion and amendments.
- Third Reading – Final discussion and voting.
- Passage in Second House – Repeats the same three stages.
- President’s Assent – Bill becomes law after the President’s approval.

Role of Rajya Sabha in Ordinary Bill
A
Rajya Sabha can delay an Ordinary Bill by a maximum of 6 months but cannot reject it permanently.

Joint Sitting Provision
A
If a deadlock occurs between Lok Sabha and Rajya Sabha, the President can summon a Joint Sitting to resolve it (Article 108).
