This is when project and product requirements can be defined, collected, and analyzed at the beginning of the project. There is a significant investment and a high level of risk that can be compromised by change control mechanisms.

It's a combination of incremental and iterative approaches, with shorter iterations. They're useful when requirements are subject to a high level of uncertainty and volatility and are likely to change throughout the project.
